The High Velocity Hurricane Zone covers Miami-Dade and Broward. Monroe County is not in it, and carries higher design wind speeds than either. The strictest test protocol does not apply where the numbers are hardest.

Reading the label instead of the calculation
Everywhere else in Florida the approval label is a reasonable shorthand. A Miami-Dade acceptance means the strictest protocol; statewide approval means the standard one. Here that shorthand breaks, because the county with the highest calculated pressures in the state works from the statewide field. A buyer who reasons from the label concludes that the Keys are a softer market than Miami. The wind figures say the opposite, and the only thing that resolves it is the number calculated for the specific opening.

The High Velocity Hurricane Zone was written into the code after Hurricane Andrew and drawn by county boundary around the area that storm devastated. It is a regulatory line rather than a meteorological one, which is a point our Palm Beach site makes about the northern edge of the zone.
Monroe County sits immediately beyond the southern edge of it and carries the highest design wind speeds in Florida. It is the clearest illustration available that the zone describes a piece of regulatory history rather than a ranking of risk.
